The Liberia Technology Summit 2025:
Advancing a Digital Liberia through Vision, Collaboration, and Policy

The Liberia Technology Summit 2025, held July 21–22 at the Ellen Johnson Sirleaf Ministerial Complex, was a defining moment in Liberia’s commitment to digital transformation. Co-hosted by the Ministry of Post and Telecommunications (MOPT) and the Liberia Telecommunications Authority (LTA), the summit convened stakeholders from across government, the private sector, civil society, academia, and the international development community to co-create solutions under Liberia’s newly adopted National Digital Strategy.

Backed by the political will of His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, the summit aligned national priorities with digital opportunities, creating a multi-sectoral platform to deliver the ARREST Agenda: Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.

Presidential Commitment and High-Level Remarks

Hon. Mamaka Bility, Acting Minister of State for Presidential Affairs, delivered a keynote on behalf of the President. She reaffirmed that Liberia’s prosperity depends on more than traditional infrastructure—it now depends on digital infrastructure that is inclusive, resilient, and far-reaching. Hon. Bility described the National Digital Strategy as a tool of economic justice—one that will help decentralize services, boost investment, and connect Liberians to 21st-century opportunities. She called for collective accountability in its execution and emphasized youth and community ownership.

Remarks from Minister Sekou M. Kromah, MOPT

Hon. Sekou M. Kromah, Minister of Post and Telecommunications and host of the summit, shared a bold vision for a “Digital Liberia.” He emphasized that the summit was not just an event—it was a policy accelerator, and the starting point of sustained digital implementation. Minister Kromah highlighted the launch of the National Digital Address System (NADPAS) and the National ICT Policy as cornerstones of modern service delivery and good governance. He urged ministries, state-owned enterprises, and private sector actors to align with the National Digital Strategy, describing it as a national blueprint that goes beyond politics and sets the tone for a more inclusive Liberia.

Minister Kromah thanked the UNDP, Orange Liberia, LTA, Ducor Energy Technology Solutions, and all partners for bringing this vision to life, and expressed strong optimism that the 2026 summit would be more action-oriented with measurable outcomes.

Remarks from Commissioner Clarence Massaquoi, LTA

Representing the co-hosting institution, LTA Commissioner Clarence Massaquoi echoed the importance of the summit as a moment of reckoning for Liberia’s digital readiness. He emphasized that while the country has made gains in mobile connectivity and telecommunications regulation, the next phase must focus on data-driven governance, universal broadband access, and infrastructure resilience.

Commissioner Massaquoi noted that LTA is committed to working with MOPT to synchronize Liberia’s digital infrastructure policies and promote investment incentives that expand last-mile connectivity. He also highlighted the importance of multi-stakeholder collaboration and smart regulation to ensure innovation thrives without compromising consumer protection or data sovereignty.

Remarks from Mr. Zaza Mulbah, Senior Manager, Orange Digital Center 

The remarks highlighted the company’s commitment to Liberia’s digital transformation. “Since entering the market in 2016, Orange has invested over $250 million to expand its network infrastructure, increasing its mobile sites from 180 to over 630, with plans to reach 770 by the end of the year.” The company is also laying a foundation for a more connected economy by expanding its fiber optic network, which currently spans 725 kilometers. Additionally, Orange is constructing a Tier III+ data center in Buchanan to provide secure, local infrastructure for government services, businesses, and startups, further solidifying its role in building Liberia’s digital backbone.

Orange Liberia’s commitment extends beyond infrastructure, focusing on digital and financial inclusion for all Liberians. The company’s Orange Money service, with over 1 million active users, offers affordable financial services, supporting small businesses and rural families. In an effort to close the digital skills gap, Orange has established the Orange Digital Center, which has trained over 10,000 young people in various tech skills for free. Through initiatives like the Max it super-app and the Orange Foundation, the company is making essential services and education more accessible, including deploying solar kits in remote areas and supporting digital schools and community hubs.

Orange’s business model is centered on long-term, transformative impact, and the company has become a significant contributor to Liberia’s economy. Orange directly employs over 600 Liberians and supports more than 100,000 indirect jobs. The company’s investments, such as the new $10 million headquarters, Orange ICON 16, underscore its trust in Liberia’s future. By prioritizing local sourcing and partnerships, and aligning its operations with sustainability goals (77% of its sites are solar-powered), Orange aims to build a company that is not only a partner in Liberia’s digital growth but also an integral part of the country’s social and economic fabric.

Partnerships That Power Progress

The summit was a multi-stakeholder collaboration among MOPT, LTA, Ducor Energy Technology Solutions, UNDP, and Orange Liberia. It was not just a forum for ideas but a platform for activating Liberia’s digital ecosystem.

Mr. Aliou M. Dia, UNDP Resident Representative, praised Liberia’s ambition to be a leader in digital inclusion, stating, “Leave no one behind.”

“From the establishment of the UniPOD Innovation Hub at the University of Liberia to Liberia’s first Master’s Program in AI, Digital Technology, and Cybersecurity, to tech camps for children as young as 7, we are building an ecosystem that leaves no one behind.”

He reaffirmed UNDP’s commitment to supporting the summit as an annual, impact-oriented platform.

Diplomacy in Technology Panel: Bridging Innovation and Foreign Policy

A standout panel featured top-level diplomatic and strategic actors, including:

• Hon. Christine Umutoni, UN Resident Coordinator
• Hon. Josephine Nkrumah, Resident Representative, ECOWAS in Liberia
• Hon. Stephen Simpson, Senior Economic Officer, Embassy of the United States of America
• Hon. Cynthia L. Blandford, Former Honorary Consul of Liberia, Atlanta, Georgia

They explored the role of diplomacy in digital development—from aligning cybersecurity protocols to supporting cross-border data governance. The panel affirmed Liberia’s position as a regional partner in building a shared digital future based on interoperability, security, and collaboration.

Inclusion, Youth, and Innovation at the Center

The summit gave a powerful platform to youth innovators, including students from the Crimson Institute, led by Catherine Togba Woyee, who presented Sunu Alert 231—a weather-alert AI tool designed for rural farmers. The innovation demonstrated the viability of homegrown tech in addressing climate and information gaps.

Hon. MacDella Cooper, Senior Political Advisor to His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia and also Co-Chair, the Liberia Technology Summit Organizing Committee, played an instrumental role in uplifting youth and women’s voices throughout the summit. Her advocacy reminded participants that digital transformation must be rooted in equity, accessibility, and human-centered design.

Members of the Community of Different Abilities (CoDA), a reflection coined by Mr. Sekou Keita, also contributed to discussions, ensuring accessibility remains a core principle of Liberia’s digital policy.

Closing Reflections from Sekou Keita, Ducor Energy Technology Solutions

In his opening remarks, Sekou Keita, Founder & Chairman of Ducor Energy Technology Solutions and Chairperson of the Liberia Technology Summit Organizing Committee, described the summit as a legacy project honoring his late brother and his personal journey from refugee to national athlete and now technology entrepreneur. He emphasized:

Mr. Keita celebrated the hiring of a Liberian tech firm, TecHub Innovation (led by Musa Swaray – CEO and co-founder), by UNDP to develop the summit website and project management dashboard, and called for a sustainable ecosystem where local firms can compete and thrive in donor procurement pipelines.

Looking Ahead: Liberia Tech Summit 2026

As Liberia transitions from planning to action, the 2026 edition of the Liberia Tech Summit is expected to deliver concrete outcomes aligned with the National Digital Strategy. This includes:

• Broader implementation of the National Digital Address System
• Stronger inter-agency digital coordination
• Greater investment in local innovation
• Expanded infrastructure for inclusion and access
